Prof.Dr. Snezhana Botusharova-Doicheva

Prof.Dr. Snezhana Botusharova-Doicheva is a Judge of the Constitutional Court of the Republic of Kosovo.

She is also a visiting Professor of Human Rights Law and International Humanitarian Law at the Riga Graduate School of Law in Latvia.

Prior to appointment as Judge to this Court, since 2008, she served as International Judge at the War Crimes Chamber of the Court of Bosnia and Herzegovina and was also a member of the UNMIK’s Advisory Panel on Human Rights.

Between 1998 and 2008, Judge Botusharova has served as Judge at the European Court of Human Rights in Strasbourg, where she was also a Vice-President of Section V of the Court.

She has been Ambassador of the Republic of Bulgaria to the United States from 1994 to 1998. Judge Botusharova was also a Deputy of the Grand National Assembly and one of the authors of the new Constitution of Bulgaria. She was re-elected as Member of the Assembly for another term, when she was elected a Deputy Chairperson and for a while also Acting Chairperson of the Assembly. As Member of the Assembly she took part in various legislative activities preparing the legal basis for Bulgaria’s transition to democracy and rule of law.

Judge Botusharova was also a Member of the European Commission for Democracy through Law of the Council of Europe (Venice Commission) from 1991 to 1994 and as such prepared legal opinions on the draft Constitutions of Ukraine, the Russian Federation and Moldova.

Earlier she worked as Attorney-at-Law in Sofia Bar, before becoming a Professor of Constitutional Law, teaching at the Sofia University “St. Kliment Ohridski”, New Bulgarian University in Sofia and South-West University “Neofit Rilski” in Blagoevgrad. She is a Member of the International Association of Women Judges and Individual Member of the International Association of Constitutional Law.

Judge Botusharova is the author of books and articles on Constitutional Law and various human rights issues.

She graduated with a Master of Law from the Sofia University “St. Kliment Ohridski” and as a Doctor of Law from the Lomonosov Moscow State University.
