Gresa Caka-Nimani

President

Gresa Caka-Nimani has been elected President of the Constitutional Court of the Republic of Kosovo on 17 May 2021. She was decreed as a Judge of the Constitutional Court of the Republic of Kosovo on 30 December 2015.

Until her appointment to the Constitutional Court, Gresa Caka-Nimani has served as a Senior Legal Advisor and a Team Leader for the Democracy and Governance Office at the United States Agency for International Development (USAID). During her service at the USAID, among others, she was responsible for supporting the drafting of the USAID strategies in support of Kosovo’s development and for providing legal advice and drafting commentaries and opinions about applicable laws and the Constitution of the Republic of Kosovo. Throughout this period, she was also responsible for managing the portfolio for rule of law programs, including in areas related to the independence, professionalism, efficiency and accountability of the judiciary, commercial law, property systems reforms as well as the development of the alternative dispute resolution mechanisms. In exercising her duties, she paid particular attention to the protection of human rights and policies of inclusion.

Gresa Caka-Nimani has participated in various legislative drafting working groups in the area of rule of law. Throughout 2006-2008, she served as a coordinator and advisor for the Unites States Government support to the Working Group, and subsequently, the Constitutional Commission, responsible for drafting the Constitution of the Republic of Kosovo.

Gresa Caka-Nimani has completed her legal studies at the Law Faculty of the University of Prishtina (2004) and has earned a Master Degree in European Integration and Regionalism from the University of Graz, Austria (2007). She is currently working on her doctorate degree in the area of constitutional law at the University of Graz, focusing on the internationalization of constitution-making.

President Caka-Nimani has also passed the Bar Exam and the Private Enforcement Exam (2013). She is certified on issues pertaining justice and governance, including from the United States Federal Judicial Center and strategic leadership programs from the United States Federal Executive Institute. She is a member of the International Association of Women Judges and a member of the Gender Champions in the Judiciary Network focused on gender equality issues in the Western Balkans. She has cooperated with the Institute for Democracy and Electoral Assistance (International IDEA) in Hague, and is the author of the chapter “Kosovo’s Independence Constitution: A Unilateral Commitment to an Internationalized Constitution-making” within the book “Constitution-makers on Constitution-making”, edited by Tom Ginsburg, University of Chicago and Sumit Bisarya, International IDEA, published by Cambridge University Press in 2022.

Gresa Caka-Nimani has been awarded a number of awards and recognitions. Among others, she has received five “Meritorious Honor Awards” by the State Department for her valuable contribution in the area of rule of law and the “Michael K. White Memorial Award” for her special contribution during the drafting of the Constitution of the Republic of Kosovo.

Gresa Caka-Nimani is married and has two daughters.
