The Applicant requests from the Constitutional Court “to interpret whether the Special Chamber of the Supreme Court has the right to reject our lawsuit because we do not have the financial nor material means to perform required translation in English language”, In the present case, irrespective of what constitutional rights may be invoked, the Court considers that the Applicant has not acquired the status of a victim of a violation by a public authority, because the public authority in question has not yet taken any action which could be said to violate the Applicant’s rights, therefore the Referral is declared inadmissible
