The Applicant alleged that his rights had been violated by the actions of public authorities, more specifically the Kosovo Police, because it detained him at a border-crossing point and asked him to provide explanations as to why he is leaving the territory of the Republic of Kosovo. Pursuant to the relevant provisions, the Court requested the Applicant to clarify his allegation by attaching to his Referral all the decisions of public authorities or ordinary courts that pertained to his case.
Given that the Applicant had submitted no act or decision which would be subject to the constitutional review by the Court, his Referral was summarily rejected, in line with Rules 29 (2) and 32 (5) of the Rules of Procedure.
