 The Applicant submitted the Referral to the Court for constitutional review of the Decision of the Basic Court in Mitrovica regarding the non-execution of the Enforcement Decision of the Municipal Court in Mitrovica [E. No. 2185/98], and did not specify what articles of the Constitution have allegedly been violated.

The Court requested the Applicant to provide additional clarifications regarding the status of his case and did not receive any response. The Court tried again to communicate with the Applicant but still did not receive a reply from him.

Therefore, the Court, in accordance with Rule 32 (5) of the Rules of Procedure, found that the Referral should be summarily rejected because the Court concluded that the Referral is incomplete and is not clear and does not fulfill any of the procedural requirements established in the Constitution, the Law and the Rules of Procedure, despite the requests of the Court addressed to the Applicant to complete and clarify the Referral.
