In his Referral, submitted on 1 March 2013, the Applicant alleges unreasonable length of the Civil Proceedings instituted by NTPN “Extradragusha” in 2001 before the Municipal Court in Prishtina, The Court concludes that the Referral was not raised before the Court in a lawful manner, in accordance with Article 113, 1 of the Constitution, Article 48 of the Law and Rule 36 (2) of the Rules of Procedure, and as such is inadmissible as manifestly ill-founded because the Applicant has not substantiated sufficiently his claim
