On the occasion of marking the Seventh Judicial Year of the Constitutional Court of the Republic of Kosovo, the International Conference on “Incidental control as a constitutional mechanism in ensuring the constitutionality of laws in the countries in transition” took place in Swiss Diamond Hotel, Prishtina, on Thursday, 27 October 2016.
The conference was opened by the President of the Court, Mrs. Arta Rama-Hajrizi, who gave afterwards a presentation on “Incidental control in the scope of the Constitutional Court”.
In the course of the discussion, President Rama-Hajrizi emphasized, among others, the fact that to this date, the regular courts have filed with the Constitutional Court only three requests for incidental (concrete) control of legal norms. She drew the attention to the fact that, “The incidental control in the Republic of Kosovo can be very useful in protection of human rights and freedoms, because the right of other institutions to request the abstract constitutional review of a law is bound with deadlines.”
Later on, the President of the Constitutional Court of Albania, Mr. Bashkim Dedja, President of the Supreme Court of Albania, Mr. Xhezair Zaganjori, President of the Constitutional Court of Macedonia, Ms. Elena Gosheva, judges of the constitutional courts of Portugal, Turkey, and Bulgaria, as well as representatives of the institutions of the country gave presentations in this conference.
