Bajram Ljatifi has been appointed a Judge of the Constitutional Court by the Decree of the President of the Republic on 9 August 2018, and he has been elected Deputy President of the Constitutional Court on 17 September 2018.

Judge Bajram Ljatifi completed his law studies in 1984 at the Law Faculty in the University of Prishtina.

In the period between 1985 and1988 he worked as an intern and a legal clerk and then from 1988 to 2000 he worked as a secretary in the Socially-owned Enterprise for the production of gold and silver jewelry “Filigran” based in Prizren. During his work at this company, he was managing the general, legal and human resources service and was responsible for representing this legal entity as an authorized person in all disputes before regular courts, joint labor courts and commercial courts, as well as before other competent state authorities.

In the period from 1999 to 2008, he worked as a teacher of constitutional law and other legal subjects at the Secondary Economic School in Prizren in the legal and economic courses in Bosnian language teaching.

At the time when elections were managed by the OSCE, on two occasions, in the periods 2003 – 2004 and 2006 – 2008, he was appointed by the Special Representative of the Secretary-General of the United Nations as a member of the Central Election Commission of Kosovo, and after the Declaration of the Independence of the Republic Kosovo, in the period between 2008 and 2018, he was appointed by the President of the Republic as a member of this institution for three more consecutive terms.

He participated in OSCE organized round tables of the parliament with experts on constitutional issues with a special focus on human rights and rights of non-majority communities in the period before the adoption of the constitution.

From May 2007 to April 2008, he served as a member of the Constitutional Commission on drafting the First Constitution of the Republic of Kosovo.

In 2008, he was a member of the Comprehensive Governmental Working Group for drafting the laws that derived from Ahtisaari’s Comprehensive Proposal for Kosovo Status Settlement.

In the period between 2008 and 2010, he served as a Political Advisor for Legal Affairs to the Minister in the Ministry of Environment and Spatial Planning in the Government of the Republic of Kosovo.

In 2011 and 2012, he worked as a legal expert with the Parliamentary Committee for drafting amendments to the Constitution of the Republic of Kosovo, as well as for drafting the laws on ending the jurisdiction of international organizations engaged in the process of supervising the independence of the Republic of Kosovo.

He worked as a legal expert with the committee for drafting the law on electoral reform.

He was a member of the Committee for drafting the Statute of the Municipality of Prizren in 2001 and 2008, as well as a member of the Committee for Communities of the Municipal Assembly of Prizren.

He was a participant in many national and international forums in the field of rule of law, human rights, minority rights and electoral rights organized by USAID, IFES, OSCE, ACEEEO and AWEB.

He is a certified international observer of electoral processes and he observed elections in many countries: Albania, Macedonia, Poland, Bulgaria, Slovenia, Montenegro, Bosnia and Herzegovina, the United States of America, etc.

In his legal career, Judge Bajram Ljatifi has received many awards and public recognition. Among others, he received the Justice Award “Heroi Sali Çekaj” from the Minister of Justice for his exceptional contribution to the drafting of the First Constitution of the Republic of Kosovo.

He received an Appreciation Letter from the Central Election Commission for his outstanding work in the conduct of the electoral process of 2007, an Appreciation Letter from the Deputy of the Special Representative of the Secretary General for Institution Building and from the Chair of the Central Election Commission for his professional work in election forums in finding changes for electoral procedures and in proposing a future legal framework for elections.

He is a father of one child.
