The Applicant has submitted a referral against Kosovo Bar Association (KBA) claiming that KBA violated the Constitution when it approved the new statute, accompanying regulations and elected the new President and other bodies based on the old Law on Bar, and not the new Law on Bar which was in force at that date, According to the applicants, their freedom of election and participation have been violated, when all these actions have been completed at the meeting of the Assembly of KBA which did not comply with the requirements of the new Law related to the necessary quorum, The Constitutional Court decided to reject the referral as inadmissible on the grounds that applicants have not exhausted legal remedies available to them, also including appeal of acts of the KBA in front of Government, besides the lower courts
