The Applicant challenges the Judgment of the District Court of Prizren Ac, no, 593/2010, of 20 January 2011, by which his appeal in the legal executive matter regarding the execution of a decision of the Independent Oversight Board (lOB) was rejected as ungrounded, The Applicant claims that there has been a violation of Article 49 item 1 [Right to Work] of the Constitution of the Republic of Kosovo (hereinafter: the Constitution), Article 31 [Right to Fair and Impartial Trial] of the Constitution and Article 6 in conjunction with Article 13 of the European Convention on Human Rights, The Court finds that the Referral does not fulfill the requirements of Article 113,7 of the Constitution, Article 47 (2) of the Law and Rule 36 (1) a) of the Rules of Procedure, and as such is inadmissible
