The Applicant filed a Referral pursuant to Article 113.7 of the Constitution complaining of non-implementation of the law, without specifying which law and/or which court had failed to act, seeking restitution of previously nationalized land. The Peja Municipal Court issued a final decision regarding the case on 1 July 2008 and the Applicant submitted a Referral on 20 September 2010, The Court held that the Referral was inadmissible pursuant to Article 113.7 and Article 49 of the Law on the Constitutional Court because the Applicant failed to meet the mandatory 4-month submission deadline
